Overview
We are seeking a dedicated Estates Operations Manager to deliver a timely, safe, efficient, and cost-effective operational and maintenance estates service. Reporting to the Senior Operational Manager Estates, you will manage all operational, trade, specialist technicians, charge hands, and supervisors, as well as oversee contractors and specialist labour.
You will act as a specialist for all Engineering & Building Services aspects within the Trust, ensuring system and equipment reliability while contributing to development programmes and fostering effective cross-department collaboration.
Main Duties & Responsibilities
- Manage engineering mechanical services across the hospital sites.
- Deliver an effective Estates service aligned to operational needs, patient care, and resource constraints.
- Provide expert technical and professional advice across Estates and to Trust stakeholders.
- Ensure compliance with statutory standards, Codes of Practice, Health & Safety regulations, HTMs, COSHH, and NHS directives.
- Act as Trust Clerk of Works and Commissioning Specialist for inspections, testing, and commissioning.
- Maintain and commission specialist patient-care services (e.g. piped medical gases, theatre air testing).
- Oversee emergency and planned maintenance (including out-of-hours work).
- Serve as Authorised Person (AP) as required.
- Conduct and review risk assessments for all Trust properties.
- Monitor and report compliance status to relevant stakeholders.
- Lead on engineering governance, incidents, complaints, risk assessments, and statutory responsibilities (e.g. RIDDOR, COSHH, LOLER).
- Manage asset register, minor schemes, and capital projects.
- Supervise and develop staff with clear performance goals and appraisals.

- Proven engineering management experience, including staff supervision
- Experience with Estates maintenance and operational performance management
- Knowledge of statutory/financial regulations and technical developments
- HNC (or equivalent) in an engineering discipline
- Authorised Person (AP) or Responsible Person (RP) certification
Desirable:
- NEBOSH General Certificate
Experience & Knowledge
Essential:
- Risk assessments and policy interpretation
- Previous senior-level role in engineering or Estates
- Multidisciplinary team leadership
- Specialist engineering knowledge, especially in healthcare
- Strong negotiation and influence skills
Desirable:
- Senior engineering experience with change and project management
- Concurrent project oversight
- Familiarity with L8, ACOP S, HSG274, HTM 04-01
