Job summary

The Public Sector Reform Test, Learn and Grow (PSR TL&G) team is at the heart of the UK government’s initiative to drive innovation and reform in public service delivery. With the £100 million PSR Innovation Fund, our team collaborates with local authorities and government departments across the United Kingdom and with the Devolved Governments to design, test, and grow innovative solutions that enhance public service outcomes. By employing a “Test & Learn” approach, we focus on creating evidence-based improvements while relieving pressures on public services. Our work involves piloting foundational programmes and place-based initiatives to accelerate mission delivery, support preventative measures, and foster a collaborative environment that encourages continuous improvement and innovation in public services.

Job description

As a data analyst, you’ll work in a multidisciplinary Pioneer team—a place-based project with public sector partners to prototype solutions and policies aligned to government missions. You’ll be responsible for leading the team in all things data, analytics and research. You’ll choose the right analytical methodologies to understand the problem space and generate ideas. You’ll be responsible for conducting analysis of research, data, and information and clearly presenting it back to the team and wider stakeholders.

This role is mapped to the Data Analyst role in the Government Digital and Data framework, however we’re looking for some wider skills in quantitative research methods, theories of change and evaluation. We’re looking for someone who can bring digital and data skills to a policy environment and is excited about working on the ground alongside place-based partners.

This role will require travel within the UK to work closely with local partners.

Responsibilities

You will:
•    lead on data, analysis and insights in a multidisciplinary Pioneer team to deliver solutions with local partners, through test and learn cycles

•     lead efforts to identify, collect, and synthesise data sets and research

•    initiate and undertake complex and accurate analysis of data and research

•    summarise and present data and research analysis to your team and senior stakeholders, providing actionable insights and strategic recommendations

•    collaborate with stakeholders to gather requirements and deliver findings, working under the guidance of the Head of Analysis

•    work collaboratively with others and use analysis and research to influence others; for example, policy colleagues

•    embed evaluation ensuring your team’s work is grounded in evidence with measurable outcomes

•    advocate data governance and data management standards and guidelines within your team and local partner

•    contribute evidence to inform TL&G strategy, objectives and priorities

•    work in the open and share often

Additionally as a Senior Data Analyst you will:

•    employ advanced analytical techniques—such as data mining, time series analysis, forecasting, and modelling—to identify and predict trends across diverse, complex datasets.

•    lead on data, analysis and research in a team with a higher degree of uncertainty working out the best approaches for test and learn and evaluation for your area

•    line manage, coach and mentor data analysts
