Overview

Liverpool City Council is seeking an ambitious, qualified Accountant to take on the role of Financial Planning Manager. This is a key strategic position supporting the Council’s modernisation journey, financial transformation, and implementation of Microsoft Dynamics 365. Key Responsibilities

  • Lead high-profile financial planning across the Council.
  • Support implementation of Microsoft Dynamics 365, including project management and stakeholder engagement.
  • Develop and maintain financial processes and robust internal controls.
  • Test and validate system functionality, interfaces, and feeder systems.
  • Maintain and update the Medium-Term Financial Strategy (MTFS) model until system integration is complete.
  • Ensure financial models underpinning MTFS assumptions are accurate and up-to-date.

Requirements

  • Membership with CCAB or CIMA.
  • Evidence of ongoing CPD.
  • Proven experience supporting MTFS within a local authority.
  • Strong understanding of local government funding frameworks and their connection to national policy.
  • Experience with financial systems and process improvement.
