About the Role

The Liverpool City Region Combined Authority (LCRCA) is proud to be one of 18 European municipalities selected for Bloomberg Philanthropies’ Innovation Teams (i-teams) programme.

We are now seeking a Programme Lead Officer to spearhead this transformative initiative. This is a rare opportunity to lead a multidisciplinary team tackling some of the region’s most complex priorities — from reducing household energy burdens to accelerating green transport solutions.

You will work directly with senior leaders, including the Metro Mayor and the Executive Director for Public Sector Innovation, to design and deliver bold, evidence-based solutions that make a tangible difference for residents.

About You

We’re looking for a leader who is:

  • A strategic thinker with experience leading complex innovation programmes in public sector, policy, or service design.
  • Skilled at stakeholder engagement across public, private, and community sectors.
  • Experienced in managing multidisciplinary teams and fostering collaboration.
  • Confident working closely with senior leaders across multiple departments.
  • Comfortable driving change in fast-paced and evolving environments.
  • Passionate about delivering meaningful impact through data-driven innovation.

Essential Experience & Expertise

Applicants should demonstrate:

  • Leadership in complex, multi-stakeholder innovation projects from design to implementation.
  • Experience engaging and collaborating effectively with senior management and cross-sector partners.
  • The ability to challenge the status quo constructively to gain buy-in for new approaches.
